		<description>Caging isn&#039;t a new GOP tactic. I lived in Isla Vista, right next to UC-Santa Barbara, in 1972.  The Republicans did it in that election.  I thought it was kind of weird to get an advertisement in the mail from a stock brokerage firm.  I read about the caging later in the newspaper.  Keep in mind that everybody in Isla Vista moved about every six weeks and the Post Office wouldn&#039;t deliver the mail unless your name was on the mail-box.    Lots of Isla Vistans would be living at the address where they were registered to vote and yet the GOP&#039;s letter would be returned.  

McGovern carried Isla Vista by waaaay more than 50%.  If only &quot;as goes Isla Vista, so goes the nation.&quot;</description>
