Joe, you are far too kind in calling it a “do-nothing Administration”.
I’m not going to defend Johnson, but shouldn’t this be in the Congress’s portfolio? Neither the Judicial nor the Executive branch is supposed to make law.
Paul K, there is a law. It is called the Clean Air Act. It tells the EPA to act. Even the Supreme Court, with all those Republican appointees, agreed that the EPA was supposed to act.

Point taken, however I think it would be better if these regulations were codified in law and not subject to the whims of individual administrations and bureaucrats.
