Hi, I am from Europe. The article gets it right that utilities are turning to coal at the moment on a big scale. But the local resistance they meet is stiff. It is by far not sure that Kingsnorth in the UK will be built, as it is at the centre of a major NGO campaign. See http://www.wdm.org.uk/kingsnorth/
A climate camp will fight it this summer.
In Germany, local resistance has already stopped several projected coal power plants and a big new campaign is now just starting. See http://www.wwf.de/fileadmin/fm-wwf/pdf_neu/Karte_-_Standorte_der_Kraftwerke.pdf for a map.
