Lee Terry (R-NE) went to the House floor to passionately wonder what caused the record flooding of the Missouri River this year, and attacked the U.S. Army Corps of Engineers for not being better prepared, the House of Representatives voted 218-191 (two Ds for, 10 Rs against) in favor of Rep. Rob Woodall’s (R-GA) amendment to cut $5 million in climate change planning for the Corps in the Energy and Water Appropriations Act.
