So Newt Gingrich has promised to build a lunar base by the end of his second term (sic … or is that sick?). Why? Jon Stewart believes the answer is global warming:
“Newt Gingrich did that global warming ad with Nancy Pelosi, realized that the Earth is very sick, and now he wants to leave it for a younger planet.”

Basically a moonbase is a good idea. But looking at other developments it is really laughable to start there, before not checking climate change here.
How is the moon base going to be self-sufficient? There is no justification for trying to form client-states on the moon.
If Gingrich or anyone else wants to experiment with a permanent colony in a currently un-inhabitable environment, I recommend a deep sea floor colony. It is a hell of a lot closer, and therefore cheaper. It is more likely to generate some sort of economic advantage. We also could more credibly transfer environmental refugees to a sea bottom city after Global Climate Change has destroyed the coastlines.
OT,
In the developing world (at small scales), solar PV is now cheaper than fossil fuels. Note that PV scales DOWN very well. See article in MIT Technology Review:

This is a big part of the solution puzzle.
This is huge.
And the NEw YOrk Times missed this entirely, why?
The New York Times is probably ignoring it on purpose.
http://evilbloggerlady.blogspot.com/2012/01/julie-london-fly-me-to-moon.html This song is a great cover and goes well with this issue. Enjoy. I am torn by knowing we do not have the money to pay for this, but wishing we could do it anyway.
