item897103068.jpg Secretary of State Hillary Clinton is expected to name Center for American Progress Senior Fellow Todd Stern as special envoy for climate change. In the Clinton administration, Stern was Assistant to the President and White House Staff Secretary. He coordinated the administration’s Initiative on Global Climate Change from 1997 to 1999, acting as the senior White House negotiator at the Kyoto and Buenos Aires negotiations. Stern is the co-author of a chapter in CAPAF’s Progressive Blueprint for the 44th President, in which he recommends creating a “new National Energy Council to drive the transformation to a low-carbon economy.” In 2007, with CAP’s John Podesta and Kit Batten, Stern also wrote a plan on how to create a low-carbon economy in the next administration.
