Just Six Percent Of Funds From Key Anti-Foreclosure Program Have Been Spent | In February 2010, the administration launched the “Hardest Hit Fund,” which is meant to help states most affected by the housing crisis set up their own anti-foreclosure programs. But of the $7.6 billion dedicated to the Hardest Hit Fund, just $455 million has been spent, a paltry 6 percent of the total.
