Maine’s High-Risk Insurance Pool Has 14 People In It | The Affordable Care Act’s high risk insurance pools — which serve as a bridge of coverage for individuals with pre-existing conditions until the exchanges are established in 2014 — have had a hard time attracting beneficiaries across the country, but Maine’s program is truly struggling. According to the Portland Press Herald, “only 14 people have subscribed to the plan.”
