Judge On Eleventh Circuit Health Care Panel Is Father of Anti-HCR Congresswoman | Chief Judge Joel Dubina, one of the three Eleventh Circuit judges who will hear a challenge to the Affordable Care Act next week, is the father of Rep. Martha Roby (R-AL) who recently voted to repeal the ACA. Roby holds a number of other questionable views, including her belief that we should “abolish the IRS as we know it.”
