Current Senate Sets New Record For Delays | The Senate is now so unable to function under its broken rules that its members are giving up on trying to penetrate the wall of obstruction. Fully one third of the Senate’s work time is now spent on “quorum calls,” a procedure that is used when absolutely nothing is happening on the Senate floor:
