Harold Koh: I ‘Honestly Believe’ My Defense Of Military Action In Libya | Harold Hongju Koh, a Legal Adviser to the Department of State, just told an audience at the American Constitution Society’s National Convention that he “honestly believes” the Administration’s legal defense of it’s decision to take military action in Libya without congressional authorization.
