Gingrich Places Guy Who Thinks Social Security & Medicare Are Unconstitutional In Charge Of ‘Tenth Amendment Implementation’ | In a speech this afternoon at the Conservative Political Action Conference, GOP presidential candidate Newt Gingrich announced that Texas Gov. Rick Perry (R) is designing legislation for him on “Tenth Amendment implementation.” Perry, of course, believes that Social Security and Medicare violate the Tenth Amendment.
