Nearly 800 Percent | That’s how much the federal prison population has increased in the last 30 years, according to the ACLU. According to a 2004 Department of Justice report, 55 percent of federal prisoners are incarcerated for drug offenses — one in eight of these offenders for offenses related to marijuana or hashish.
