Appeals Court Reinstates Montana Campaign Contribution Limits | The 9th U.S. Circuit Court of Appeals granted a temporary stay on Tuesday, blocking a federal judge’s ruling striking down Montana’s state campaign contribution limits. Last week, Judge Charles Lovell, a Reagan appointee, issued a sweeping nearly entirely unexplained opinion, striking down Montana’s limits on contributions to political campaigns and giving wealthy individuals free reign to give unlimited sums of money directly to candidates for state offices in Montana. The federal appeals court put the ruling on hold until Lovell files his full reasoning for the decision and that reasoning can be reviewed.
