- A state trial court in Texas held that the state’s school finance system is unconstitutional because it is inequitable and does not provide adequate funding. The decision, however, will have to survive review by the severely conservative Texas Supreme Court.
- Maryland state Sen. Ronald N. Young (D) announced that he will vote to repeal the death penalty in that state, potentially giving Gov. Martin O’Malley (D-MD) the votes he needs to push repeal.
- Meanwhile, a bipartisan coalition of lawmakers in Montana will attempt to repeal the death penalty in that state.
- Douglas A. Blackmon explains how, in some parts of the South, slavery continued until World War II.
