Minnesota To Require Full Disclosure of Corporate Donations For State’s Anti-Gay Marriage Amendment | Minnesota’s Campaign Finance Board ruled today that both sides of the campaign surrounding the state’s 2012 constitutional amendment prohibiting same-sex marriage must disclose the sources of their corporate donations. The National Organization of Marriage (NOM) and the Minnesota Family Council (MFC) unsuccessfully argued against the outcome, alleging their donors could suffer intimidation at the hands of “homosexual activists”. LGBT groups see the decision as a victory for voters’ right to know who is funding these campaigns before they enter the ballot box. –Sarah Bufkin

Did The Bachmann Family Clinic Violate Its Agreement Not To Engage In ‘Religious Based Counseling’?

As ThinkProgress reported yesterday, Rep. Michele Bachmann has not been fully truthful about the government earmarks her family benefited from through her husband’s clinic. That’s not her only problem, however. A review of the government contract reveals that the clinic might have violated a provision in one of its grants, an infringement which could open the door to civil penalties.

When signing the contract, Bachmann & Associates, Inc. agreed to the following provision:

XXIII.3 “GRANTEE agrees that no religious based counseling shall take place under the auspices of this grant.”

On August 23, 2007, Tim Johnson, who Dr. Marcus Bachmann had authorized to represent him, signed this contract. Bachmann & Associates, Inc. agreed to devise and implement a plan to utilize a certain treatment with patients suffering from both a mental illness and a substance-use disorder. In return, the clinic received $24,401 between 2008 and 2009 for both clinician training and the administrative costs associated with the project.

But in its bid to receive a separate government contract that also targeted patients with dual disorders, Bachmann & Associates, Inc. described the treatment program that the clinic offered as “faith-based.” The proposal even warns that “clients will need to be comfortable with counseling and education emphasizing spiritual growth utilizing Christian language concepts.”

The program plan included a section detailing just what the faith-based aspect of the treatment would look like:

It will be utilizing Christian concepts and language that some non-Christians might be uncomfortable with…Church involvement will be encouraged and clients will be encouraged to utilize their church as a source of support and accountability. Local members of Christian recovery groups will routinely share their recovery process and be available as mentors. Groups will include short opening and closing prayers. The concept of God or HP will often be referred to in a Christian manner by both staff and clients.

The treatment plan should come as no surprise when compared with the clinic’s self-promotion. On its website, the Bachmann counseling center presents itself as “providing all clients with quality Christian counseling.” And just last year, Dr. Bachmann said his clinic employs “twenty-six Christian, pro-life, pro-family, pro-marriage counselors” who are driven by the belief that “the undeniable truth and the godly principles of truth in God’s work should direct our path.” In his personal mission statement, Bachmann wrote, “I believe my call is to minister to the needs of people in a practical, effective, and sensitive way. Christ is the Almighty Counselor” (emphasis in original).

Out of 19 counselors listed on the website, twelve counselors mention God, Christ or the Lord in their personal mission statement. Four others include the role of spirit or faith in their counseling processes. Six employees quote Bible verses. If the clinic, its staff, its programs and its owner, Dr. Bachmann himself, are emphasizing that Bachmann & Associates, Inc is a Christian-based counseling center, what evidence suggests that the clinic did not offer Christian-based counseling when dealing with the patients specified under the state grant?

Vicky Hartzler Doesn’t Want Young Gays To Feel Bad About Her Homophobia

Since being elected to Congress last year, Rep. Vicky Hartzler (R-MO) has been one of the most vocal opponents of LGBT equality, introducing an amendment to the Defense budget that would have prevented military same-sex marriages. More recently, she compared same-sex marriage to polygamy, polyamory, incest, pedophilia, and 3-year-olds driving, then doubled down on her slippery slop by clarifying that she meant 13-year-olds.

Yesterday, at a town hall in Butler, MO, a University of Missouri med student named Alex asked her about the impact on young gay people of making such statements:

ALEX: The 2004 amendment to ban same-sex marriage…in combination with the statement you made earlier this month where you said…allowing same-sex marriage would start us down a slippery slope toward things like sanctioned incest and bestiality. How do you think…

HARTZLER: No, no, no, you misunder…. That was a mis… a misunderstanding of the quote…. That was really taken out of context.

ALEX: How do you think that makes young people, like me, who are gay feel about ourselves, to come up in a society that to us seems like it doesn’t value us in the same way straight people are valued?

HARTZLER: We’re not the ones changing the policy. Ok, so you shouldn’t feel bad at all.

ALEX: Why shouldn’t I feel bad if there’s an amendment, if you champion an amendment prohibiting me from…

HARTZLER: Right now it has been the law of the land for a long time. Marriage is between a man and a woman. All we did in 2004 is just put that in the constitution. So we’re not changing policy at all. And, anyway, so you shouldn’t feel bad. Anyway, It was nice to meet you guys.

FDA Delays Taking Action Against Menthol Cigarettes | Even though significant evidence demonstrates that the LGBT and African-American communities are disproportionately harmed by menthol cigarettes, the Food and Drug Administration announced last week that it would delay taking action against their sale in favor of additional peer review and study. The American Legacy Foundation has called out the delay as duplicative, arguing that “additional research is unnecessary” and calling on the FDA to “act now to save lives.”

Top New York GOP Strategist: Our Internal Polls Show That Republicans Who Supported Same-Sex Marriage Will Win Re-Election

John McArdle, a former aide to NY Senate Majority Leader Joe Bruno and former Communications Director for the Senate GOP, recently told a local television program that internal polls conducted by the Senate Republicans suggest that the four Republicans who supported same-sex marriage in New York will win re-election because voters care more about the economy than social issues.

McArdle praised organizations like Gill Action and the Log Cabin Republicans for helping Republicans become politically comfortable with casting their deciding votes:

MCARDLE: They can win. There were polls that were done throughout this whole effort and what we’ve seen consistently is that while this issue is important, that are a lot of issues that are probably more important on the minds of most people. Taxes, spending, property taxes and jobs and that is clearly what drives people in order who to vote for. And what we saw consistently in districts that were polled by the same pollster who works for the Senate Republicans…

HOST: Wait, the Senate Republicans’ pollster polled on gay marriage?

MCARDLLE: Yea, he was hired by the same group. Well look, the whole purpose of bringing someone like myself in…is to give a comfort level to Senate Republicans.

Watch it:

New York’s law passed on Friday in a vote of 33 to 29. Republican Senators Stephen Saland, Roy McDonald, James Alesi, and Mark Grisanti all supported the measure.

Dr. Marcus Bachmann’s Anti-Gay Rant Seen As Consistent With Couple’s Worldview | This afternoon, MSNBC’s Thomas Roberts hosted a segment about Dr. Marcus Bachmann’s 2010 comments, in which he called gay people “barbarians” that need to be “disciplined.” Daily Beast reporter David Graham noted that the rant is “very consistent with his views, both on counseling and on homosexuality” and Rep. Michele Bachmann’s (R-MN) anti-gay legislative record. Watch it:

LGBT Equality In The States

Box Turtle Bulletin’s Timothy Kincaid offers this helpful map of where LGBT equality stands in the states following New York’s historic passage of marriage equality. Currently, “about 41.8% of all US residents live in a state in which some measure of recognition is given to same sex-couples” and “another 7.3% of the population lives in one of the dozens of cities which offer some form of recognition and protection for same-sex couples”:

The breakdown:

– 6 STATES, 11.5% OF POPULATION HAVE MARRIAGE: Massachusetts, Connecticut, Iowa, Vermont, New Hampshire, District of Columbia, New York (Green)

– 5 STATES, 8.2% OF POPULATION HAVE CIVIL UNIONS: New Jersey, Illinois, Hawaii, Delaware, Rhode Island (Blue)

EqualityMaine Wants Mainers To Vote ‘Yes’ For Marriage In 2012

Equality Maine at Southern Maine Pride 2011

Today, EqualityMaine and GLAD (Gay and Lesbian Advocates and Defenders) have launched a new effort to legalize marriage equality through a 2012 ballot initiative. They have submitted the application for a citizen initiative that would propose the following question of voters:

Do you favor a law allowing marriage licenses for same-sex couples that protects religious freedom by ensuring no religion or clergy be required to perform such a marriage in violation of their religious beliefs?

Maine faced a crushing defeat in 2009 when opponents of same-sex marriage successfully overturned a marriage equality law through a similar ballot initiative, Question 1, but EqualityMaine has the research to show that times have changed. Two recent polls found that 53 percent of likely November 2012 Maine voters support legal same-sex marriage, with only 39 percent opposing in the most recent survey. This is a shift from 2009′s vote when 52.9 percent voted against equality. Nate Silver recently recalibrated his model for assessing the success of marriage equality initiatives and found that “Mainers are likely, although not certain, to affirm same-sex marriage if given another chance.” EqualityMaine has over 100 paid people and volunteers aiming to complete 40,000 interviews with Maine voters this summer to try and make it certain.

Part of the strategy to win support from voters will be to share personal stories with them. Some particularly compelling testimony comes from a new documentary about Question 1, in which the chair of the anti-equality “Yes on 1″ campaign, Marc Mutty, apologized for his efforts, saying, “I hate it… I fear I’ll be remembered for the work I did on this campaign… [I'm asking...] for forgiveness for the ways in which I might have betrayed my own self in this endeavor.” He also admitted that the campaign used inaccurate, dangerous “hyperbole” in their ads.

Opponents of equality boast their consistent victories at the ballot, but ballot questions have almost always been framed to support inequality. For example, the 2012 ballot question in Minnesota asks voters, “Shall the Minnesota Constitution be amended to provide that only a union of one man and one woman shall be valid or recognized as a marriage in Minnesota?” One important victory for equality was Washington’s Referendum 71, which invited voters to approve that the rights, responsibilities, and obligations of domestic partners be expanded “to be equivalent to those of married spouses.” If Mainers have the chance to vote affirmatively for marriage equality, it could be an important test for such measures in the future.

To accompany the new effort, EqualityMaine has launched WhyMarriageMattersMaine.com, which will collect personal stories about the importance of marriage equality. They will have to collect 57,277 signatures to put the question on the 2012 ballot.

Gates On DADT Certification: ‘We Want To Do This As Fast As We Possibly Can’ | Secretary of Defense Robert Gates may be leaving his post, but he remains confident that Don’t Ask, Don’t Tell is on its way out too. “We want to do this as fast as we possibly can. I don’t want to rush it just so I can sign it. I also don’t want to push it off so I don’t have to sign it. If it’s ready for me to certify before I get out of here, I will. If it’s not ready, that will fall to my successor,” he said. At yesetrday’s LGBT pride event, President Obama predicted that repeal will be certified “in a matter of weeks.”

Bi-national Same-Sex Couple Will Not Be Split By Deportation | Henry Velandia of Venezuela can stay in the United States with his husband Josh Vandiver without fear of deportation. Though their Connecticut marriage is not recognized under the Defense of Marriage Act, a New Jersey judge has simply closed the deportation proceedings, saying that Mr. Velandia’s deportation “is not an enforcement priority at this time.” Immigration lawyers and gay rights advocates said the decision represented a significant shift in policy and could open the door to the cancellation of deportations for other immigrants in same-sex marriages.

The Morning Pride: June 30, 2011

Welcome to The Morning Pride, ThinkProgress LGBT’s 8:45 AM round-up of the latest in LGBT policy, politics, and some culture too! Here’s what we’re reading this morning, but let us know what you’re checking out too.

- At last evening’s White House Pride Month reception, President Obama celebrated the accomplishments of his administration and announced that Don’t Ask Don’t Tell repeal will be certified within week. He also said, “I’ve met my commitments to the LGBT community,” and urging patience, told attendees that he “expected to be judged not by the promises I made but by the promises I kept.” Watch it now:

- The Rhode Island legislature approved a civil unions bill last night, but gay rights groups are urging Gov. Lincoln Chafee (I) to veto it because of its over-the-top “religious exemptions” that allow civil unions to be completely ignored.

- MSNBC has a feature piece about the prospects of marriage equality in 2012 — where we’ve been and where we might be going.

- According to new census data, the number of same-sex couples cohabitating increased by 60 percent in Colorado and by 68 percent in North Carolina.

- The Human Rights Campaign store in Washington’s Dupont Circle was vandalized this week with pink paint. A radical queer activist group claimed credit, suggesting that HRC is a “sad, sick dinosaur.”

- Actress Charlize Theron has spoken out for marriage equality and declared that she will not marry until same-sex couples can.

- A NASCAR Red Bull Racing crewman was fired for an anti-gay tweet about a gay pride banner.

- The Midwest doesn’t always get a lot of attention on political blogs, so today we want to draw attention to this warmly supportive editorial from The Oklahoma Daily:

Over the weekend, Oklahoma’s gay community showed its pride with a parade in Oklahoma City. Hundreds of people beat the heat to show their support and had a good time while doing it.

This is refreshing, since Oklahoma’s gay community does not usually have a high profile. When issues concerning gays are raised in this conservative state, it’s often in response to some sort of tragedy.

It is wonderful to see the community standing up on its own terms with its head held high.
