Arab League Chief: Russian And Chinese Veto Of Syrian Resolution Is ‘Unacceptable’ | Russia and China lost diplomatic credit in the Arab world following their “unacceptable” veto on Saturday of a U.N. Security Council resolution on Syria said Arab League chief Nabil Elaraby. The vetoed resolution backed an Arab initiative calling for Syrian President Bashar Al Assad to step aside but Elaraby acknowledged that the Arab League would still work with Moscow and Beijing “because we need them.” Russian foreign minister Sergei Lavrov will present an initiative to Assad when he visits Damascus on Tuesday but Elaraby declined to offer details of the plan. The U.N. reports that the 11 month Syrian uprising has taken more than 5,000 lives.

White House Tells GOP To Offset Military Spending Cuts With Taxes On The Rich | Last week, Republican Arizona senators John McCain and Jon Kyl unveiled a bill aimed at preventing the military spending cuts (around $600 billion) mandated after the congressional debt commission’s super committee failed to agree on where to trim $1.2 trillion from the federal budget. Taking cues from Rep. Howard “Buck” McKeon (R-CA), McCain and Kyl said they won’t raise taxes to offset the military spending cuts, but instead cut federal jobs and freeze federal worker pay. Yet it looks like the White House is standing firm in opposition. TPM reports that the Obama administration “will not support any effort to swap out scheduled cuts to defense programs…unless Congress passes a balanced package of deficit reducing legislation of equal or greater measure. That means new tax revenue from wealthy Americans and corporate interests.”

First Barbie, Now Homer Simpson: Iran Cracking Down On Western Culture | The Iranian government recently reinstituted its ban on the sale of Barbie dolls, which the regime considers “un-Islamic.” Police in Tehran last month confiscated Barbie dolls from toy shops, calling it a “new phase” of its crackdown on “manifestations of Western culture.” But now, the campaign has extended to The Simpsons. According to the AP, an Iranian official said any doll that had distinguishable adult genitals, or any dolls of adults at all, were banned “because these dolls are promoters of Western culture.” Apparently, Superman and Spider-man pass the test because “they help oppressed people and they have a positive stance.”

Putin Won’t Participate In Presidential Debates, Will Send Proxies Instead

Russian Prime Minister Vladimir Putin announced today that he will not participate in upcoming presidential debates. Instead, the Russian leader will send representatives to debate on his behalf. Putin, who pledged to develop democracy in Russia, is still expected to win the March 4 presidential election but Kremlin watchers are questioning how the government will handle the aftermath of one of the most intensely contested elections in recent Russian history.

The Wall Street Journal’s Alan Cullison reports that the Kremlin is falling back on anti-Americanism as a useful tool to both smear opponents as “puppets of the U.S.’s CIA and State Department” and bolster Putin’s images as a fierce nationalist. A degree of hostility to the U.S. has always been a staple of Putin’s leadership but the new campaign has gone further, branding his political opponents as American puppets.

A documentary titled “Foreigners Will Help Them,” aired on Russian television last week. The film features supposed secret tapes of opposition leaders accepting instructions from U.S. officials in Moscow and Washington.

On Saturday, Russia’s veto of a U.N. Security Council resolution aimed at ending the 11-month Syrian uprising drew harsh words from Washington — Secretary of State Hillary Clinton characterized that veto as “a travesty” during a visit to Bulgaria this weekend — but Russian obstinance at the U.N. may serve Putin domestically as evidence that he is unafraid to stand up to the U.S. and the West.

News this morning that Putin will send proxies to represent him in upcoming presidential election debates came as a surprise since he had explicitly told journalists on December 28 that he would debate his challengers. Putin, speaking to the journalists, slammed his political opponents, telling them that “the point is that the opposition doesn’t carry out practical work and it always demands the impossible, and then usually nothing is implemented.” He continued, “[Dialogue is required,] and I will decide what form it will take exactly.”

Hoekstra Latest Candidate To Run Xenophobic Ad Showing Prejudiced Chinese Stereotype

In what has become a sad, bipartisan exercise, an increasing number of campaigns are using xenophobic Chinese stereotypes in advertisements to try to gin up nativist sentiment among voters.

During the 2010 campaign, then-Rep. Zack Space (D-OH) began the recent trend with an ad supposedly depicting a parade in China — the actual footage was of Asian Americans in San Francisco — and a tagline “thanking” his opponent: “As they say in China, xie xie Mr. Gibbs!” An anti-spending front group, Citizens Against Government Waste, followed suit with a cryptic ad raising the prospect that our national debt would cause America’s economic downfall and soon force us to work for the Chinese. Most reprehensibly, Mark Amodei ran an ad in a Nevada special election depicting a Chinese military invasion in front of the U.S. Capitol building as it flies the Chinese flag.

Former Rep. Pete Hoekstra (R-MI), currently running to unseat Sen. Debbie Stabenow (D-MI), is the latest to try to stoke anti-Chinese fears for political gain. His new ad, entitled “Now”, shows a woman in what’s meant to be rural China speaking broken English and thanking Stabenow because “we take your jobs.” “Your economy get very weak, ours get very good,” the woman says. “Hoekstra’s mock website hosting the ad features Chinese characters adorned with two Chinese flags. Watch it:

These ads are not-so-subtly intended to provoke nativist fears, and do so by purveying unfortunate stereotypes. Yet despite Hoekstra’s fear-mongering, the fact remains that China still holds just 9.5 percent of the United States’ debt, over four times less than what American bondholders own.

Michigan Republican consultant, who advised Stabenow’s GOP opponent in 2006, had harsh words for Hoekstra: “shame on Pete Hoekstra for that appalling new advertisement. Racism and xenophobia aren’t any way to get things done.”

Obama Tightens Sanctions, Freezes Assets In Bid To Isolate Iran | The Obama administration released today a letter to Congress submitted Sunday reviewing a new executive order from the President drawing on provision of existing laws to enact sanctions against entities doing business with the Iranian central bank, including freezing any assets that do such business held by foreign branches of American banks. President Obama cited “deceptive practices” by Iranian banks “to conceal transactions of sanctioned parties” when enacting the sanctions. The moves are widely seen as part of a program to further isolate Iran from the international economy, devaluing its currency and increasing the cost on Iran for its policies, particularly its standoff with the West over its nuclear program.

U.N. Report: Taliban Responsible For Three Quarters Of Record Civilian Deaths

A report released over the weekend by the United Nations Assistance Mission in Afghanistan said the civilian death toll of the war there hit an all-time high in 2011. According to the report (PDF), 3,021 civilians died last year in fighting or violent attacks, up eight percent from the 2010 number and nearly double the figure for 2007. Civilian deaths rose for the fifth straight year.

The U.N. placed responsibility for the majority of killings squarely on the shoulders of the Taliban and allied anti-government forces, blaming them for more than three quarters of civilian deaths. Here’s a chart from the U.N. report attributing blame for civilian killings in 2010 and 2011, with blue representing anti-government forces’ responsibility and red representing pro-government forces’ responsibility:

Improvised explosive device (IED) attacks, which accounted for 45 percent of anti-government attacks in a six month period in 2011, caused more civilian deaths — 967 total during 2009 through 2011 — than any other tactic used by anti-government forces. But targeted killings, accounting for nearly 500 deaths in that period, and suicide bombings were also on the rise.

Aerial attacks accounted for the most civilian deaths caused by pro-government forces, which include the U.S.-led international coalition there. The U.N. report noted a nine percent uptick from 2010 to 187 such deaths in 2011. Night raids, which international forces continue to carry out over objections by Afghan president Hamid Karzai, saw a 22 percent drop in civilian deaths from 2010, down to just 63 in 2011.

The report paints a bleak picture for Afghan civilians, with injuries from fighting also on the rise. The report said:

As 2011 unfolded, ordinary Afghan people experienced growing intrusion into and disruption of their daily lives by the armed conflict in their country. Conflict and insecurity displaced 185,632 Afghans in 2011, an increase of 45 percent from 2010.

Thousands more Afghans lost their livelihoods and property, were denied access to justice, had their right to freedom of movement restricted or taken away, and had their access to food, health care and education compromised. The unremitting toll of civilian casualties coupled with pervasive intimidation affected many civilians directly, and many more indirectly, by fueling uncertainty, tension and fear.

With the first signs of possible peace talks and an imminent transition from U.S.-led forces to Afghan forces, the U.N. report called for both sides of the conflict to reaffirm and enforce international humanitarian law.

Poll: By Large Margins, Americans Trust Obama Over Romney To Handle Foreign Affairs And Terrorism

Out on the campaign trail and in debates, Mitt Romney has tried to paint President Obama as a ineffective commander-in-chief. The former Massachusetts governor regularly says things like the President is “weak” or that he “went around the world and apologized for America” — an assertion the Washington Post said was “based on distortions.”

But it appears that Romney’s baseless attacks on Obama’s foreign policy aren’t sticking. A new Washington Post-ABC News poll out today found that “Obama has big leads [over Romney], including on the question of who would better protect the middle class, handle foreign policy and fight terrorism.” Fifty-five percent trust Obama over Romney (38 percent) to handle international affairs and 54 percent said Obama is more able to deal with the terrorism theat than Romney (38 percent). Perhaps Romney knows he doesn’t have much on the president’s foreign policy, which might explain why he regularly lobs false and misleading charges at Obama, on issues ranging from Iran, Israel, the war in Afghanistan and the military. Regarding Romney’s charges that Obama is “weakening” the U.S. military, former Defense Secretary Robert Gates, himself a Republican, called that line of attack “ridiculous.”

U.S. Shuts Embassy In Syria | Senior State Department officials told CNN that the United States will close its embassy in Damascus. Officials for weeks had been considering shutting the embassy out of concerns that the Syrian government wasn’t doing enough to protect embassy personnel. Seventeen staff, including Ambassador Robert Ford, left for Jordan today. “The government is getting stretched beyond its ability to control the various elements of violence in the country,” one senior official said, adding, “This is a decision we never take lightly. Our embassies are a very important part of our diplomacy around the world.”

– President Obama downplayed the likelihood of an Iranian attack inside the U.S., telling NBC’s Matt Lauer “We don’t see any evidence they have those intentions or capabilities.”

– After Russia and China vetoed a tough U.N. resolution seeking to rein in Syrian President Bashar al-Assad’s violent crackdown on protesters, the U.S. called for a new international coalition, including European and Arab states, to seek for an alternate plan.

– Kassam Salimani, commander of the Iranian Revolutionary Guard’s elits Quds Force, reportedly arrived in Syria to help manage Syrian President Bashar Al Assad’s suppression of popular unrest, according to a “top member of the National Syrian Council.”

– Special Operations forces will take an elevated role in Afghanistan as the U.S. military shifts away from a combat mission and focuses on advising Afghan security forces and killing top insurgent leaders.

– Egypt’s decision to charge 19 Americans being held by authorities with crimes amid growing acrimony with the U.S. over the direction of the military-led transitional government could cause U.S. lawmakers to make good on threats to withhold the U.S.’s massive military aid package to the military as leverage.

– A study by a British group being disputed by American authorities found that the Obama administration has launched 260 drone strikes in Pakistan, killing between 282 to 535 civilians, including more than 60 children.

– Amid news yesterday that current Palestinian Authority President Mahmoud Abbas could be considered to lead a new unity government, his Fatah faction and the Hamas resistance movement, considered by Israel and most of the West to be a terror group, agreed to form a national unity government in meetings in Qatar.

– The U.N. reported on Friday that the famine that killed tens of thousands in Somalia last year has ended. However, officials remain cautious. “The crisis is not over,” said José Graziano da Silva, director general of the Food and Agricultural Organization of the United Nations,
