Koch-Affiliated Group Campaigns To Make Wind Tax Credit ‘So Toxic’ Republicans Won’t Back It

The wind energy industry faces a lame duck fight in the House of Representatives over extending the expiring production tax credit. The tax credit has broad bipartisan support, and considering that 81 percent of U.S. wind projects are installed in Republican districts, GOP lawmakers have a good reason to support it.

But with Koch Industries and fossil fuel groups mobilizing to defeat the credit, its future after 2012 is uncertain. The American Energy Alliance, which has Koch ties, told Politico Pro this week that it aims to make the credit a toxic issue for House Republicans: (Article requires subscription access):

Our goal is to make the PTC so toxic that it makes it impossible for John Boehner to sit at a table with Harry Reid and say, ‘Yeah, I can bend on this one,’” said Benjamin Cole, spokesman for the American Energy Alliance.

American Energy Alliance has a strong link to Koch Industries: AEA’s president Thomas Pyle was former director of federal affairs for Koch Industries, and it is affiliated with the Koch- and ExxonMobil-backed Institute for Energy Research. Pyle is a former lobbyist for the National Petrochemical and Refiners Association. AEA is also running a half-million-dollar TV ad in Virginia slamming Obama on coal issues.

A host of groups in the Koch network, including American Tradition Institute, Americans for Prosperity, and American Legislative Exchange Council, have undermined wind energy before. The Guardian reported on an ATI secret memo that suggested forming “dummy businesses” and a “counter-intelligence branch” against the wind industry.

According to the American Wind Energy Association, the wind tax credit supports 75,000 wind jobs — up to 6,000 jobs in Boehner’s home state alone — and has helped raise $20 billion in private investment in wind.

Conservatives claim an end to the wind tax credit will put energy on a level playing field; however, they have fought to maintain $4 billion in annual tax breaks for the oil and gas industry. The oil industry has outspent clean energy advertising by four times this election cycle, and send 90 percent of their political contributions to Republicans.

Pro-Oil Outside Groups Spend More Than $16 Million On Energy Attack Ads Since January

A handful of outside groups, fueled by oil and coal dollars, are committing tens of millions to propel Big Oil to the forefront of the 2012 elections — outspending the Obama campaign on political energy ads by an overwhelming amount.

In the first three-and-a-half months of 2012, groups including Americans for Prosperity, American Petroleum Institute, Crossroads GPS, and American Energy Alliance have spent $16,750,000 on energy attack ads. The total amounts to more than $56 million, including the American Clean Coal Coalition’s pledge of $40 million on ads promoting coal.

According to a Think Progress analysis, there have been at least $16,750,000 worth in dirty energy ad buys since January:

American Petroleum Institute spent $4.3 million since January, reported by the Washington Post.

Crossroads GPS has spent a total $2.85 million since January, with three major ad buys. Crossroads spent $500,000 distorting the administration’s Solyndra record, $650,000 on gas prices, and $1.7 million promoting “drill, baby drill.”

American Energy Alliance bought $3.6 million of gas price ads for the “largest effort of its kind in AEA’s history.” The group is partially funded by Charles and David Koch.

Americans For Prosperity: $6 million on an ad distorting Obama’s Solyndra record, which ran in at least six states. This followed an earlier $2.4 million Solyndra ad in November, which was not included in the total count.

By comparison, the Obama campaign and his super PAC have spent at least $1.67 million defending the president’s energy record.

Other groups have pledged to spend millions more this election cycle, and will include ads focusing on promoting pro-oil and coal interests:

U.S. Chamber of Commerce has committed to spend more than $50 million this year on a range of issues. So far it has targeted several lawmakers, including Sen. Sherrod Brown (D-OH), who faced $2.5 million of ads against him for wanting to end oil subsidies. In February, it spent $200,000 ads promoting Rep. Rick Berg (R-ND) for his pro-oil stance.

American Coalition For Clean Coal Electricity: $40 million overall campaign to push coal interests to the forefront of the presidential campaign.

American Crossroads, whose donors include oil and gas executives, has a bankroll of more than $200 milllion for 2012.

Oil billionaires Charles and David Koch “plan to pump at least $100 million through their network of independent groups” which include Americans for Prosperity and the American Energy Alliance.

Ad spending this cycle has skyrocketed 1600 percent compared to the 2008 race, partly due to oil and gas’s serious money to elect a candidate committed to putting oil’s profits first.

Obama Ties Mitt Romney To Greedy Big Oil’s Gas-Price Attacks

The Obama campaign is acting as if it is already in a general-election fight, against a Big Oil-Mitt Romney ticket. In a new ad, President Barack Obama attacks “big oil” and Mitt Romney, pushing back against oil-industry campaign ads that accuse Obama of raising gas prices. The front group American Energy Alliance, secretly funded by Koch Industries and other oil giants, is running a $3.6 million ad campaign that criticizes Obama policies that don’t favor the oil-industry agenda. Oil companies have been profiting from American suffering at the gas pump, but they believe they would do even better under a Romney presidency, the new Obama ad argues:

Under President Obama, domestic oil production’s at an eight-year high. So why is Big Oil attacking him? Because he’s fighting to end their tax breaks. He’s raising mileage standards, and doubling renewable energy. In all these fights, Mitt Romney stood with Big Oil, for their tax breaks, attacking higher mileage standards and renewables. So when you see this ad, remember who paid for it and what they want.

Because of Citizens United, the spending by Koch-funded front groups on this election is practically unlimited, especially as the oil industry pulls in $200 million more every time the price of gas goes up a penny.

Koch’s AFP Starts Big Oil Bus Tour | Americans for Prosperity, the Koch Industries astroturf group, in conjunction with the oil front group American Energy Alliance (AEA) and the Institute for Energy Research, launched a nationwide Energy for America bus tour in Columbia, Missouri on Monday. “The Energy for America tour is all about reducing the burden of energy prices on families by encouraging domestic exploration and production of our vast energy resources” — i.e., oil, gas, and coal. Wind, solar, geothermal, and hydropower are smeared as “companies like Solyndra.” The tour will continue through Nebraska, Montana, Colorado, Virginia, Pennsylvania, Michigan, and Ohio, most of which are 2012 U.S. Senate battlegrounds.

GOP Team At American Energy Alliance Runs ‘Energy Town Hall’ Oil Bus Tour

The American Energy Alliance (AEA), a new polluter front group, is touring the nation to smear President Barack Obama’s clean energy reform agenda. Employees riding the “American Energy Express” bus are spreading the conservative lies that the American Clean Energy and Security Act will “cripple our sluggish economy.” AEA is the 501 c(4) offshoot of the Institute for Energy Research, a right-wing oil-industry think tank run by Robert Bradley, a former speechwriter for Kenneth Lay. E&E News reports that AEA’s “Energy Town Hall” bus tour pictures workers in hard hats:

The American Energy Alliance, which is affiliated with the conservative Institute for Energy Research, has begun a four-week bus tour to county fairs, sporting events and public meetings in several coal-reliant states. Representatives of the group will travel in a large blue bus carrying the slogan “Stop the National Energy Tax, Save American Jobs” and a picture of workers in hard hats. They will cross Pennsylvania, Ohio, Indiana, West Virginia and Virginia. Yesterday, AEA officials participated in a rally with another group, Americans for Prosperity, in Zanesville, Ohio; a day earlier, they visited a county fair in western Pennsylvania.

In fact, by attacking legislation that addresses climate change and our national dependence on fossil fuels, AEA is preventing a clean-energy economic boom. Laughably, AEA claims it has “no ties to any political party“:

AEA has no ties to any political party, and it has no interest in supporting the agenda of any particular political party.

AEA may be telling the truth that it has “no interest in supporting the agenda of any particular political party” — its only interest seems to be blocking progressive reform by spreading lies and distortions. However, AEA is tightly connected to the Republican Party and right-wing oil interests. In fact, all of its employees are former House Republican staffers:

Thomas J. Pyle, AEA President, Is A Oil Lobbyist And DeLay Operative. Before joining the Institute for Energy Research and the American Energy Alliance, Pyle worked as a lobbyist for the right-wing oil giant Koch Industries, first in-house starting in 2001, and then at the Rhoads Group. In 2008 Pyle became a lobbyist for the National Petrochemical and Refiners Association. Previously, Pyle served as policy analyst for Rep. Tom DeLay (R-TX), Majority Whip of the U.S. House of Representatives and as staff director for the GOP Congressional Western Caucus. Patrick Creighton, AEA Communications Director, Worked For Bush And Pennsylvania Republicans. Patrick Creighton was the special assistant to Samuel T. Mok, the chief financial officer at the Department of Labor from 2004 to 2006. He then worked as a spokesman for oil and natural gas advocate Rep. John Peterson (R-PA) from 2006 to 2009, worked to elect Rep. Glenn Thompson (R-PA), then joined Thompson’s office until May 2009. [Institute for Energy Research, Legistorm]

Kevin Kennedy, AEA Federal Affairs Director, Promoted Alaska Drilling Under Don Young. After graduating from Union College in 2004, Kevin Kennedy worked for the Astroturf organization Arctic Power, which advocated drilling in the Arctic National Wildlife Refuge. In 2007, Kennedy became a legislative assistant for the corrupt Rep. Don Young (R-AK) and the House Committee on Natural Resources. Laura Henderson, AEA Spokesperson, Served Shelby, Dole, And Tiberi. Laura Henderson was a former press secretary for offshore drilling advocate Sen. Richard Shelby (R-AL) from 2005-2009. Daniel R. Simmons, AEA State Affairs Director, Is A Koch-Funded GOP Staffer. Simmons was the Director of the Natural Resources Task Force at the American Legislative Exchange Council (ALEC), a right-wing network funded by Koch Industries, the American Petroleum Institute, and other corporate and right-wing organizations. Previously, Simmons was a Research Fellow at the Mercatus Center at George Mason University, also funded by Koch. From 2001 to 2005, Simmons served on the staff of Rep. George Nethercutt (R-WA) on the House Natural Resources Committee. So, by symmetry, I think people on “our side” should realize that the great masses of Americans who are for health care reform and climate legislation (and it pains me to not put scare quotes around those phrases) aren’t actually closet socialists who want to bring America to its knees.
