North Carolina General Assembly Officially Dismantles The Racial Justice Act | Today in North Carolina, the Republican-dominated General Assembly overrode Gov. Bev Perdue’s (D-NC) veto of the rewritten Racial Justice Act. The landmark legislation allowed North Carolina death row inmates to reduce their sentences to life in prison without parole if they could show their sentences were based on widespread racial bias. The rewritten bill severely limits the use of statistics to prove widespread discrimination. In her veto statement, Gov. Perdue said: “[t]his year’s Senate Bill 416 is not a ‘compromise bill’; it guts the Racial Justice Act and renders it meaningless.” The veto-override passed the House 72-48 and the Senate 31-11.

North Carolina Governor: Anti-Gay Amendment Is ‘Dangerous For Women’ | Momentum is building against North Carolina’s discriminatory constitutional amendment, which would ban same-sex marriage, civil unions, and domestic partnerships. Yesterday, Gov. Bev Perdue (D) joined Republicans, conservatives, and religious leaders in speaking out against the measure, warning in a new video that the amendment could prove “dangerous for women.” “There is a real risk that some laws we have on the books now to protect the victims of domestic violence may no longer apply to many women in the state,” she says. North Carolina Governor Proposes Ignoring Constitution And Suspending Congressional Elections For Two Years

Article I Section II of the United States Constitution specifically states, “The House of Representatives shall be composed of Members chosen every second Year by the People of the several States.” But North Carolina Gov. Beverly Perdue (D) would rather we just skip over that section and suspend congressional elections for two years. Speaking at a Rotary Club event today, Perdue proposed holding off on elections for a while so lawmakers can focus on the economy — a suggestion that’s breathtaking just by virtue of how blatantly unconstitutional it is:

Speaking to a Cary rotary club today, N.C. Gov. Bev Perdue suggested suspending Congressional elections for two years so that Congress can focus on economic recovery and not the next election.

I think we ought to suspend, perhaps, elections for Congress for two years and just tell them we won’t hold it against them, whatever decisions they make, to just let them help this country recover. I really hope that someone can agree with me on that,” Perdue said. “You want people who don’t worry about the next election.”

The comment — which came during a discussion of the economy — perked more than a few ears. It’s unclear whether Perdue, a Democrat, is serious — but her tone was level and she asked others to support her on the idea.

It’s not hard to sympathize with the sentiment behind Perdue’s remark. Because they have to run for reelection every two years, congressmen remain so fixated on fundraising and campaigning that they forget to be lawmakers and have trouble putting politics aside to focus on compromise and what’s good for the country. However, it’s a dangerous precedent to set to suggest we simply suspend democracy every time unemployment goes above 9 percent.

The serious, responsible way to pursue Perdue’s idea would be through a constitutional amendment. As the American Prospect observes, unnecessarily frequent elections contribute to Washington’s gridlock and the plague of never-ending campaigns. Extending terms for members of the House is a discussion worth having — but preferably in a legal way.

Gov. Perdue’s office has responded to what they describe on her Facebook page as the “hubbub” about her remarks. Press Secretary Chris Mackey said in a statement, “Come on…Gov. Perdue was obviously using hyperbole to highlight what we can all agree is a serious problem: Washington politicians who focus on their own election instead of what’s best for the people they serve.” The Facebook page also helpfully defines hyperbole as “an exaggeration to create emphasis or effect” for those who might be confused about the clarification.

North Carolina Legislature Overrides Governor’s Veto Of Anti-Choice Bill | Last month, North Carolina Gov. Bev Perdue (D) vetoed The Woman’s Right To Know Act, anti-abortion legislation that forces women to obtain ultrasounds, state-mandated counseling, and wait 24 hours before an abortion procedure. Though the bill originally passed the state House and state Senate with one vote short of the three-fifths majority needed to override the governor’s veto, anti-choice Republicans have now leaped that hurdle. Yesterday, the state House voted 72-48 to override her veto. Today, the state Senate followed suit. After the one Republican who originally voted against the bill in June left the building, the state Senate voted 29-19 to cancel the veto. It is estimated that the measure, now law, would “lead to around 2,900 additional births annually and would cost taxpayers $6.7 million in the first year and $35 million over 5 years.”

Climate-Hawk Governors Veto Big Oil Agenda

Governors around the nation are fighting back against the Tea Party predations of the oil industry:

Gov. John Lynch (D-NH) vetoed a bill Wednesday that would have pulled his state out of the regional carbon-reduction program. RGGI has been under non-stop attacks funded by the Koch brothers, and in making the veto, Lynch rejected the false claims made by opponents and recognized those benefits for the state.

Gov. Brian Schweitzer (D-MT) on Thursday said “the state is pulling out of the unified command team overseeing the cleanup of oil from a ruptured ExxonMobil pipeline that leaked an estimated 1,000 barrels of crude oil into the Yellowstone River late last Friday. Schweitzer accused ExxonMobil officials of not being transparent about the extent of the oil spill and the resulting cleanup effort.”

Gov. Bev Perdue (D-NC) signed an executive order to create the Offshore Wind Economic Development Task Force, in conjunction with her veto of Senate Bill 709, which would have pushed the development of offshore oil and gas, as well as onshore gas fracking.

The nation desperately needs climate hawks like these fighting for a clean energy future, especially as hopes for a national mobilization on greenhouse pollution needed to stave off catastrophic climate change have dimmed.

NC Gov. Bev Perdue Vetoes Offshore Drilling, Embraces Offshore Wind | Gov. Bev Perdue (D-NC) took a big step toward creating jobs and reducing her state’s dependence on foreign oil, signing an executive order to create the “Offshore Wind Economic Development Task Force.” The order was issued in conjunction with her veto of Senate Bill 709, which would have pushed the development of offshore oil and gas, as well as onshore gas “fracking.” Perdue was clear in her justification for the decisions, stating unequivocally that she is “completely committed to North Carolina’s energy policy of developing jobs that foster America’s energy independence.” Studies have found offshore wind projects in North Carolina could produce up to 20,000 manufacturing jobs in a region that desperately needs them. — Kiley Kroh
