Delaware Council Approves ‘Every Sperm Is Sacred’ Resolution To Poke Fun At ‘Personhood’ Movement

Back in February, lawmakers in Oklahoma introduced a bill that poked fun at the rash of “personhood bills” giving zygotes the same rights as American citizens by offering an “every sperm is sacred” amendment. Under the measure, “any action in which a man ejaculates or otherwise deposits semen anywhere but in a woman’s vagina shall be interpreted and construed as an action against an unborn child.”

Last week, a local Delaware council in Wilmington voted 8-4 for a similar “tongue-in-cheek” resolution “that asks state legislatures and U.S. Congress to enact laws that forbid men from destroying their semen“:

Two weeks ago, at the last City Council meeting, Walsh railed against Virginia lawmakers pushing to require women to undergo ultrasounds before having an abortion. So upset over the issue, Walsh said, she stayed up until 3 a.m. drafting her resolution. [...]

“I am standing up for women in this city, I am standing up for women in this state and I am standing up for the women in this country,” Walsh said. The resolution, designed to address “equality” issues, said that lawmakers have not introduced similar legislation regarding men in the United States. If some lawmakers believe the female egg is “bestowed with all the rights of personhood,” government should think the same of sperm, the resolution notes.

“[E]ach ‘egg person’ and each ‘sperm person’ should be deemed equal in the eyes of the government and be subject to the same laws and regulations as any other dependent minor and be protected against abuse, neglect or abandonment by the parent or guardian,” according to the resolution. “What’s good for the gander is good for the goose,” Walsh said.

The satirical measure does prove a serious point: only about half of fertilized eggs develop into a pregnancy. If Republican lawmakers are willing to declare every cluster of cells with the potential to become a fetus a person, why stop at fertilized eggs? Why not sperm as well?

Delaware To Become 8th State To Legalize Civil Unions For Same-Sex Couples

Yesterday, in a vote of 26 to 15, the Delaware state house approved S.B. 30, a bill that would allow same-sex couples to enter into civil unions. The measure passed the Senate last week and now goes to Gov. Jack Markell (D), who has pledged to sign it. Proponents of the bill defeated nine amendments, before holding a final vote which elicited applause and cries of “thank you” from supporters gathered in the chamber. Listen:

“Parties who enter into a lawful civil union in Delaware, or whose legal union is recognized as a civil union under Delaware law, will have all of the same rights, benefits, protections and responsibilities as married persons under Delaware law,” the measure says. It will go into effect January 1.

Delaware will become the eighth state to offer civil unions or domestic partnerships to same-sex couples. Illinois and Hawaii enacted civil union legislation earlier this year and the recognition is also available in California, Nevada, New Jersey, Oregon and Washington. Same-sex marriage is currently legal in five states, plus the District of Columbia.

A recent poll found that more than six out of ten Delaware voters — 62% — support civil unions.

With Delaware On Brink Of Passing Civil Unions, Opponents Talk Of ‘Ex-Gay’ Therapy

The Delaware state House is expected to pass civil unions legislation today, sending the bill to Gov. Jack Markell (D) for his signature. The bill passed in the Senate last week and advanced further through the House Administration Committee yesterday. Meanwhile, opponents of the bill, led by Delaware Family Policy Council, are bombarding the state with messages about the supposed harmful effects of recognizing same-sex relationships on children and are even promoting harmful “ex-gay” rhetoric on their Facebook page.

So-called “ex-gay” reparative therapy has long been discredited by professional medical associations. As Equality Delaware’s Lisa Goodman said in a statement to ThinkProgress, “Equality Delaware believes in peer reviewed research. In 2007 a task force of the American Psychological Association reviewed the existing research on so-called ‘reparative therapy’ and found that the results of scientifically valid research refute the statements on [Delaware Family Council President] Nicole Theis’ website. The AMA, the American Psychiatric Association and the American Psychological Association oppose use of ‘reparative’ or ‘conversion’ therapy.”

A recent poll found that more than six out of 10 Delaware voters — 62% — “favor allowing same-sex couples to form civil unions, which is twice the number who oppose such a law (31%).”

Civil unions passed the Delaware House this evening in a vote of 26-15. The bill now goes to the Governor, who has pledged to sign it.

As Delaware Civil Unions Bill Advances, Opponents Blanket State With Anti-Gay Robo Calls

Yesterday, Delaware’s Senate Administration and Elections Committee approved a bill that would allow same-sex couples to enter civil unions that grant all of the same state benefits and obligations of marriage. The measure, which will receive a vote on the Senate floor in the coming days, passed unopposed as the committee’s two Republicans did not take positions on the bill and few elected Republicans have publicly denounced it. The majority of the opposition is being organized by the Delaware Family Policy Council.

Advocates on the ground tell ThinkProgress that the group has conducted a push poll campaign, from a D.C. number, relentlessly bombarding the state with messages about the supposed harmful effects of recognizing same-sex relationships. One such call warns residents that civil unions are a Trojan horse for same-sex marriage and that the measure would use taxpayer dollars to teach children that “it’s okay to have two moms and two dads.” The group echoes the message in this pamphlet on its website:

Delaware Senate Getting Hot

You’d normally think of Delaware as safe territory for Democrats, but the state’s lone incumbent House member is Mike Castle, a very popular guy who normally registers as among the least-conservative remaining members of the House GOP caucus. But the same factors that make Castle a very formidable general election candidate are giving him big problems in the primary:

It looks like there’s a real possibility of a major upset in the Delaware Senate primary on Tuesday night, with insurgent conservative Christine O’Donnell leading longtime Congressman and Governor Mike Castle 47-44. That 3 point lead is well within the poll’s margin of error. [...]

This race is too close to call and could certainly go either way Tuesday night. General election Senate numbers we’ll release later this week make it clear the biggest beneficiary of this primary becoming so unexpectedly hotly contested is Chris Coons. He would start out with a large advantage over O’Donnell in a general election match up, and is polling closer to Castle than he was when PPP polled Delaware last month.

A lot of people I know are excited about O’Donnell’s surge since it gives Coons—who’s much more progressive than either—the best shot. My view is that that kind of partisan view is a little short-sighted. Both parties are destined to govern approximately half of the time and what matters most is the strength of progressive ideas in either party. The increasingly rigid conservatism of the GOP is a huge impediment to progressive causes and Castle’s problems reflect that.

Dynastic Politics

I agree that there’s something a bit distasteful about “dynastic politics” but at the same time Joe Biden’s son is also Attorney-General of Delaware and thus a 100 percent plausible candidate to fill a Senate vacancy completely apart from any family ties. Under the circumstances, it’s hardly the most objectionable instance of this kind of thing.
