The Islamic State of Syria and Iraq (ISIS) released a video on Tuesday purportedly showing the beheaded of a second U.S. journalist who was being held hostage by the group. Steven Joel Sotloff reported for Time and Foreign Policy magazine. He has been held hostage since August 2013.

“I’m sure you know exactly who I am by now and why I am appearing,” Sotloff says in the video, titled A Second Message To America.

“Obama, your foreign policy of intervention in Iraq was supposed to be for preservation of American lives and interests, so why is it that I am paying the price of your interference with my life?” he asks. Two militant can be seen at his side, holding knives. They also announce their intentions to behead David Cawthorne Haines, a British hostage, if America continues its air strikes against the group. “So just as your missiles continue to strike our people, our knife will continue to strike the necks of your people,” an executioner warns.

The news comes just weeks after the organization released video showing the beheading of journalist James Foley.

Asked about the footage during a press conference, White House Press Secretary Josh Earnest said, “I’m not in a position to confirm the authenticity” of the video.
