Brad Johnson observes that polluting industry leaders think “it’s scary” to contemplate the idea of Henry Waxman chairing the Energy & Commerce Committee. It seems to me that scared polluters isn’t the worst thing in the world. Unpriced negative externalities are not a good thing.
