The President didn’t break a lot of new policy ground in last night’s speech, but one thing he did do was mention an idea that I believe was pioneered by Judy Feder and David Cutler for CAP. The idea is that health reform can contain “failsafe” cost control measures that are politically unpalatable but will be slated to phase in if hoped-for savings don’t emerge from other measures.
