Do so and you’ll be amused to learn that the most important piece of American social policy in 45 years is described as a proposal “To amend the Internal Revenue Code of 1986 to modify the first-time homebuyers credit in the case of members of the Armed Forces and certain other Federal employees, and for other purposes.”

I have no idea why it says that, but the moral of the story is almost certainly that a great deal of Senate procedure doesn’t make a ton of sense.
