Nobody Understands Senate Procedure

To back up what Chris Bowers is saying here, I recall once again that in the summer of 2001 I was interning in Chuck Schumer’s office, and though the decision was made that Schumer was going to put a hold on Donald Schregardus’s nomination, nobody on staff actually knew how to do that.

Given that veteran politicians don’t understand Senate procedure or really know how it works, it’s just beyond imagining that the public would actually form firm views about what sort of parliamentary procedures are or aren’t legitimate. Republicans can filibuster to an unprecedented degree and nobody will care. Democrats can do lots of reconciliation bills and nobody will care.
