To be clear on something, much as I think the attacks on the idea of passing health reform through a “self-executing rule” are dumb, hypocritical, and dishonest I also think the idea that passing health reform through a “self-executing rule” provides members with some kind of political insulation against the charge of having voted for the Senate bill is dumb.
Two processes with equivalent outcomes are basically equivalent.
