New report by my colleagues Colin Cookman and Caroline Wadhams on Afghan governance contains much interesting information. One point they raise is the fiscally unsustainable nature of the Afghan state the international community has created:

And that’s just the slice of the budget that the Afghan government actually controls: “The vast majority (77 percent) of [foreign] aid is outside the Afghan government’s control.” Whatever this may or may not be creating, it’s not a sustainable and legitimate government.
