Of course in practical political terms, it’s rarely clear what congressional approval ratings amount to. With Democrats in the majority, there are a number of congressional seats that are Democratic-held despite being more conservative than the average congressional district. The main issue in terms of big-picture congressional politics is whether the specific members who hold those seats remain popular in their districts. There will, of course, be other changes around the margin. But in the House at least those seats are where the action is.
