When liberal bloggers talk about progressive health policy proposals, we usually have a pretty solid grasp of what the proposal really means since we’ve been marinating in the general progressive health policy bath for a while. By contrast, it’s a bit hard to know at first glance what some of the text of Paul Ryan’s so-called “Patients’ Choice Act” actually means. Consequently, Igor Volsky at the Wonk Room is raising some good questions that I would add to my query about the sweeping and vague “do no harm” provision.
